Public opinion has a way of changing.
Scenario: For centuries, the prohibition against murder - that is, the unjustified killing of another human being - has been a near-universal standard of law, and arguably, fewer murders occurred because of the prohibition. However, a small but vocal minority has managed in one country to persuade the population to consider otherwise, their argument being that people only murder out of a sense of rebellion, out of a desire to buck society's rigid moral codes on the matter, out of a need to "stick it" to the Man. An experiment, this group asserts, is in order. They say, change the law against murder, making it permissible, and watch the statistics drop. They say, proclaim murder a social and ethical good, and watch the masses avoid it like church on Sunday (or mosque on Friday or synagogue on Saturday or temple on the full moon). Thus, starting on the first day of the year, in this particular country, the murder prohibition is repealed, and freedom rings throughout the land.
